The event was co-organized by the I-ReWater Project together with the Spanish Association of Irrigation and Drainage (AERYD) and PROePLA (Campus Terra – University of Santiago de Compostela), in collaboration with the Ministry of Agriculture, Fisheries, and Food and Vega Innova. The Congress took place at the National Center for Agricultural Training (CENCA) in San Fernando de Henares.

The conference brought together experts in water reuse, irrigation, the circular economy, wastewater treatment, environmental biotechnology, nature-based solutions, and integrated water resources management. In a Mediterranean context marked by growing water scarcity and changing climate patterns, ensuring sustainable water use and resilience is essential, as is strengthening cooperative ties to address the water challenges affecting us as a region.

Closely linked to the I-ReWater Project, a team from CEIGRAM-UPM is participating in the SudWaMa Project (SUDoe SUstainable Water Management), which aims to address the challenges of water use efficiency and water quality in institutional buildings. Currently, the various teams involved in this project in France, Spain, and Portugal are conducting pilot studies and analyzing the main barriers and opportunities for promoting these solutions.

Irene Blanco and Paloma Esteve participated in this conference as researchers at CEIGRAM-UPM and members of the SudWaMa Project. On Wednesday, the 17th, they presented in the auditorium on regulatory frameworks and circular water management in institutional buildings in the SUDOE region, explaining the growing pressure on conventional water systems in the region due to rising urban water demand and climate change. Their presentation included a systematic review and regulatory analysis of policies, legal frameworks, technical standards, and best practices for circular water management in institutional buildings. Rainwater reuse and the treatment of graywater and wastewater are practices that would increase water availability in buildings that implement them, thereby partially alleviating the aforementioned pressures.

In addition, Irene Blanco moderated a session on the legal aspects and governance of water reuse and served as a member of the conference’s Scientific Committee. The session highlighted that water reuse is key to addressing water scarcity, but its expansion depends on effective governance, greater institutional coordination, and solutions tailored to each local context.

In addition, SudWaMa coordinator Eider de la Cruz Mugica participated in the roundtable discussion “Interreg SUDOE Projects,” alongside representatives from the I-REWATER, TARGET, and SOLLAGUA projects, as well as the COST Action CA23104 Water4Reuse. The session, moderated by Gloria Lázaro (SUDOE Joint Secretariat), provided an opportunity to exchange experiences and explore synergies among European initiatives aimed at promoting more sustainable and resilient water resource management.

Against a backdrop of growing water scarcity and climate-related pressures, water reuse is emerging as a solution to increase water availability and must be taken into account across all sectors. On this occasion, CEIGRAM has advocated for water reuse in institutional buildings as part of the SudWaMa Project.

The 2nd REUSE-EuroMed Congress, an international conference focused on water reuse in Europe and the Mediterranean region, took place in Madrid from June 17 to 19.
