    University Professor


    She is Associate Professor of agricultural economics and policy at UPM and Senior Researcher at CEIGRAM. BA in Agricultural Engineering, she earned a MSc in Economics and Management of Agricultural and Rural Development at the University of Montpellier (France) and a MSc in Policy and Public Choice in the Agri-Food Sector at the CIHEAM (France). She was awarded a European PhD in Agriculture and Natural Resource Economics at the UPM. Her research focuses on the intersection of agricultural and environmental economics with a special emphasis on water economics and the role of policy instruments in irrigation water management. She has participated in numerous Spanish and European research projects (Newater, Scenes, Mediation, Medpro, Robin, Protein2Food, MadForWater), and has been reviewer of H2020 projects for the European Commission. She is member of the management committee of the Action COST ‘Drylands for Change‘. Her work has primarily been in Europe and the Mediterranean region (North Africa countries), but she has also worked in Latin America.

  • Blanco, Maria

    Profesora Titular de Universidad


    Professor of agricultural and resource economics at UPM and senior researcher at CEIGRAM, with extensive experience in bioeconomic analysis. Senior researcher at the Joint Research Center of the European Commission in the period 2008-2010. Her research activity focuses on the economic analysis of public policies and, especially, on the analysis of agriculture-environment linkages and their implications on sustainability. With extensive international experience in the development and application of bioeconomic models (see CAPRI), she contributes to international modelling consortia and collaborates assiduously with national and international organizations (MAPA, European Commission, OECD, …) in the areas of policy impact assessment, circular bioeconomy and water-energy-food-ecosystems nexus. Its vocation is to make frontier research in agri-environmental economics compatible with the strategic development of bioeconomic models that contribute to designing policies and strategies for the transition towards sustainability.

  • Gómez del Campo, María

    University Professor


    Maria has been a professor at the UPM since 2001. She teaches the cultivation of fruit and olive trees and directs the UPM Expert Olive Growing Course.

    In her doctoral thesis (1998), she evaluated the response of vine varieties to water availability. While working at the University of Seville (1997-2001), she specialised in cultivating olive trees.  Her research activity focuses on developing irrigation strategies and the olive grove; she leads an interdisciplinary group on precision irrigation of fruit trees.

    Her research results have been published in scientific articles and conferences. They have been transferred to the sector in national journals and conferences. The contracts that have been signed guarantee its intense activity with companies.

  • Jiménez-Aguirre, Mª Teresa

    Agricultural engineering from the Technical University of Madrid (2007), PhD in Agrarian and Natural Environment Sciences, University of Zaragoza, and Master in Hydrology (Hydrographic Studies Center- CEDEX)

    Specialized in water use evaluation from the agricultural systems, irrigation return flows monitoring and their environmental impact. By an FPI-2011 fellowship, I wrote my doctoral thesis “Impacto de la modernización del regado sobre la cantidad y calidad de los flujos de retorno” developed in the Agri-Food Research and Technology Centre of Aragon (CITA) in Zaragoza. The modernization of an irrigation system is evaluated by the thesis from an agricultural and environmental point of view, it also includes a soil map production for hydrologic characterization and future models.

    At present, I am developing my activity at CEIGRAM, taking part in the AGUGRADA project (Evaluando la demanda de AGUA para uso AGRario para la ADAPTACIÓN al cambio climático) setting up a SWAT hydrologic model capable of quantifying the agrarian water demand under different climate change scenarios.

  • Mínguez Tudela, María Inés

    Inés Mínguez is Full Professor of Agronomy and Crop Physiology since 1991 at the ETSIAAB of the Technical University of Madrid. She has previously worked in the University of Córdoba. She has enjoyed sabbatical years in the UK at The Grassland Research Institute, and in Australia at The University of Melbourne and at the Crop Research Institute (SmartFarm), Horsham, where she has developed strong links with low-input farmers. Her research areas are water use, water use efficiency in crops, rainfed systems and has published scientific work on legume crops, rainfed systems’ rotations and sustainability, and climate change effects and adaptation in cropping systems. Her interests focus currently on new cropping systems such as intercropping (H2020 DIVERSify Project). She has held administrative and research as positions such as Seconded National Expert at DG-RTD, Deputy Vice-Rector Dean for Research, Development, and Innovation at UPM, Director of CEIGRAM, Advisor to the Ministry of Science and Innovation for International Programmes and EU Programmes.

  • Riba Palou, Arnau

    I had the opportunity to work as an associate researcher at the University of Girona during my final year of studies. I focused on conducting research for my thesis, which centred around the development and implementation of a smart automatic surface irrigation system in maize cultivation. The primary objective of the project was to investigate the advantages of utilizing such technology, particularly in terms of water usage efficiency, and to quantify the reduction in water consumption compared to traditional surface irrigation methods.

    In the summer of 2023, I engaged in practical experience within a vineyard setting at Eccocowine, located in Girona. This opportunity was facilitated through a collaboration grant with the Ministry of Ecological Transition. Furthermore, I have been involved in several field tasks with the Forest Management Service of Catalonia, participating in collaborative efforts during the years 2019 and 2021.

  • Sumpsi Viñas, José María

    Emeritus University Professor


    Ph.D Agricultural Engineering from the Technical University of Madrid (1974). He has been a professor of Economics, Agricultural and Food Policy, Rural Development and Food Security in the ETSIAAB-UPM. He was the director of CEIGRAM-UPM from December 2016 to May 2019. He also promoted the idea of its creation together with the Minister of Agriculture between 2003 and 2004.

    He has advised different national governments in Latin America, Spain, Italy, and the EU Commission, a consultant for international agencies (FAO, BID, IICA) and advisory boards of international institutions and EU research projects. He has worked for the Inter-American Development Bank in Washington as an expert in Rural Development. Between 2007 and 2011, he was Assistant Director-General of the Agriculture and Consumer Protection Department of FAO and Assistant Director-General of the Technical Cooperation Department of FAO.

    In 2019 he was appointed to the High-Level Panel of Experts on Food Security and Nutrition (HLPE), the science-policy interface of the UN Committee on World Food Security (CFS).

    He has supervised 6 doctoral theses (PhDs) and published more than 100 papers and 15 books on agricultural economy, agricultural reform policies, water management, agricultural policy, environmental economics, rural and territorial development, and international food markets’ volatility, and the world food crisis.

  • Tarquis, Ana María

    University Professor in the Department of Applied Mathematics at the UPM.

    Her main scientific interest focuses on applying powerful mathematical tools in agriculture and the Environment to face problems differently and observe how much progress can be made. This has created an interdisciplinary approach to all of the issues she addresses. In this sense, besides applying traditional statistics and modelling, she has studied scaling laws in several soil and time-series studies, Barabasi networks, and machine learning techniques in image classification problems.

  • Vidal, Adrián

    Adrián holds a Master’s degree in Forest Engineering from the Technical University on Madrid and a Postgraduate Diploma in Climate Change from the National University of Quilmes and the National University of Jujuy, with the support of UNEP. He also studied at the Swedish University of Agricultural Sciences in Uppsala (Sweden), thanks to an Erasmus Scholarship, and carried out research for this Master’s Thesis in Chile at the Pontifical Catholic University of Valparaíso in collaboration with the Federico Santa María Technical University, thanks to a Magalhães/SMILE Scholarship.

    He currently works at the Basque Centre for Climate Change (BC3) in the NDC ASPECTS project. Prior to joining BC3, he worked as an intern at the Agriculture, Forestry and other Land Use (AFOLU) Unit within the Transparency division of UNFCCC, providing support to the intergovernmental climate change process on issues related to land-use, land-use change and forestry (LULUCF), agriculture and REDD+. He also worked in urban forestry, landscape forest restoration and environmental consultancy, and collaborated in the Global Forest Survey project of FAO.

    In the United Arab Emirates, during COP28, I led a team of researchers in a study on the carbon footprints of different water sources. This research was funded by Lanjarón, a prominent European water company that is redefining the labels of globalization and PET plastic recycling. My team researched the environmental costs of different types of water sources and published our findings. The owner of the company shared our research findings via a prominent international podcast. Also, during COP28, I helped to plan and execute a panel discussion on corporate sustainability with several highly esteemed female business leaders. One member of this panel is an environmental pioneer from the United Nations’ Global Compact and another panelist is the owner of a prominent social enterprise that fights for indigenous environmental rights. This panel discussed how companies can sustainably grow in line with national and international environmental goals. The panel occurred at COP28 and allowed for a large crowd of young leaders from across the world to learn from a group of corporate trailblazers who are shaping the next phase of commercial growth.
